    2. It is not necessary to allege the precise sections of the code giving the right of condemnation. Id. at 227 (#22)
 
    3. It is sufficient to plead the conclusion that the use is public, id. at 227-228; and it is sufficient to allege that the use is necessary to construct, maintain, or operate a road, without alleging that the use is public. Id. at 228 (#22)
